I Was born in 1957 in Tajikistan. In 1979 I graduated from Leninabad State Pedagogical Institute (formerly Khudzhandh University). I initially worked in a village school, then, from 1979 to 1989, I worked as a research fellow at the Institute of History at the Tajik Academy of Sciences. From 1989 to 1990 I worked at the Tajikistan Fund of Culture as a senior expert. Since 1974 I has also worked as a journalist: I have presented the program Pamiat’ proshlogo on Tajik television, worked as a correspondent for the newspaper Komsomolets Tadjikistana, the radio station Yunost’, the news agency Associated Press, and as a correspondent for Nezavisimaia gazeta and Gazeta wyborzca (Poland). Between 1995 and 1997 I served as deputy editor-in-chief for the journal Tsentral’naia azia (Sweden). Since November 2000 I have been writing materials for and presenting the program Authorities and Media on Radio Liberty.

In 1993 he became the director of the Moscow bureau of the American Committee to Protect Journalists (CPJ). From 1994 to February 2000 I headed the monitoring service at the Glasnost Defense Foundation. Between 1994 and 1997 I served as a human rights expert in UN-lead peace talks in Tajikistan.

Graduate of the International School of Human Rights, Warsaw (1992).

Author and editor of 23 books (by July 2003). I have published more than 2000 articles in papers and journals around the world and written scripts for 8 films.

Laureate of the Russian Union of Journalists' prize (1995).

International Film Festival Grand Prize "Obraz very" (1993).

Medal of the Zoroastrian College of Bombay (1991).

dear mister Panfilov,
i'm a french journalism student, in Lille (north of france).
With my class, we're preparing a week of reporting in Tbilissi, taking place at the end of april.
In order to prepare this great journalistic adventure, we work on a website about georgia.
I have to make an article for this website about the mediatic treatment of the georgian conflict by the russian press. (agencies, tv, newspapers, maybe also blogs).
I read an article on a french information website (http://www.bakchich.info/article4695.html) reporting a piece of interview you gave to the radio "l'écho de Moscou", in which you were talking about a real information war taking place at the end of august. You were also saying that the way russian press treated the information about the war in georgia was not "watchable".
I would like you to develop a bit what you mean by "information war", and give exemples of "bad informations" in the russian mediatic landscape.
I would also like to know if this "information war" keeps on going now, when the military operation in gerogia has stopped.
How is Georgia reported in Russia? What is the russian opinion on this country and is the russian people behind its government in this conflict?

Hello,

I am a citizen of Las Vegas,Nv of the United States and am wanting
to get access to Phone Numbers and prefer Emails to Government
agency of Central Function of Russia. I hope to relocate by the
Summer of 1 year from 2009. I am originally from Arkansas as well as
resided in Illinois. I have a sister and mom that suffered
a back injury, in which all relates back to my Millitary fall on
the El Paso Base. I am concerned on the Gas attacks inwhich I also have been somehow used as someform of control subject by some group of hate crimes. I had talked to a moderate level of issues with citizens, but after gong to Washington, D.C. I want to put an end to this form of aggrevation that is being conducted. No one wants to be put in danger by another's simple EGO. I had people listening inside my home part of this group. I don't really feel the investigative measures used to sustain my family and the type of hate crimes, that are being conducted is part of an American Way, nor of Humanity. They only want to cause disturbance and unlawful invasion for something that is not of what I believe is of equality and very unjust.
