Scott was born in Clarksburg West Virginia in 1964. His family relocated to Albany Georgia when he was 6 years old. Scott was licensed and ordained into the Gospel Ministry in 1999. He began serving on the Board of Most High Ministries in 2006. He has served as the Executive Director since 2007. He has over 9 years of International and Domestic Missions experience, in Afghanistan, Hungary, Cuba, Nigeria, Benin Republic Africa, Romania, Jamaica and Uzbekistan.

He is currently working on a mission in Haiti delivering aid to children.

Scott married in November of 1985. He and his wife have three children.
