Can China allow a referendum for Tibetans

If China is so confident that majority of Tibetans support Chinese rule in Tibet, can China hold a referendum on Tibetans?

China sentenced the Tibetan protesters, but what about the 2003 Tibetans protesters killed by the Chinese security force?
